Withdrawn, ineligible, and unpaid-engagement cases are excluded.

California markets (San Diego, Los Angeles, San Francisco, Oakland) operate under CVC §40215 administrative review and hearing procedures, while Las Vegas citations are handled under Clark County and City of Las Vegas municipal code. Eligibility, available defenses, and expected outcomes vary materially by jurisdiction and citation type.
